Sanitation Connection Action Plan (SCAP)

The Sanitation Connection Action Plan is aimed at ensuring that all properties in Mtendere are connected to the off-site sewer network for the purpose of protecting groundwater from contamination. This is because Mtendere sits on a recharge zone (aquifer), which supplies 12% of water to the city of Lusaka. For optimum performance of the sewer system, a minimum of least 80 percent of the 8,800 (i.e., 7,040) Mtendere property owners need to connect to the sewer system.   

The specific SCAP objectives:  

i.      To ensure that 80% of landlords build their own water closets (toilets) and connect to the system using their own resources, to the extent possible, or through pre-financing to cover all or part of the costs, which may be recovered through payments included in the water bill.

ii.      To ensure that the poor and vulnerable property owners, to be identified through the Mtendere SCAP census and private sector targeting, are fully pre-financed to build their water closets and to connect to the sewer system, which costs may be recovered through monthly instalments. 

iii.     To ensure that support to LCC for enforcement of the Public Health Act of 1995 (Part IX Sections 63-71) which requires that properties that are within 60.96 metres of a sewer system connect to the system once it is constructed and fully functional. 

As of June 2023, over 4,720 properties were connected to water supply and 2,485 properties were connected to sewer network against a target of 7,040.
